Abstract
There is no universally agreed-upon model of policy implementation. One area of research for developing such a model is coming from extending the Multiple Streams Framework into policy implementation with the conceptualization of “implementation windows”. Current research on “implementation windows” theorizes them as opening after a policy decision is made and predominantly being influenced by the institutional characteristics of the organization charged with implementation. This paper argues that in a nested system of government, where policy implementers are unlikely to have been involved with policy formulation, “implementation windows” may operate more similarly to traditional “policy windows.” This theory is explored using a large-n quantitative study to examine the relationship between the problem stream, the policy stream, the political stream, and the frequency of policy implementation.
