Abstract
In March 2020, COVID-19 spread quickly throughout the nation leading to one of the largest health crises in the U.S. since the 2009 influenza A (H1N1) pandemic (Trinidad, 2021). With Michigan being among the states hardest hit by the COVID-19 health crisis during the beginning months of the pandemic, Governor Gretchen Whitmer signed executive orders requiring school districts to develop and implement continuity of learning (COL) plans to educate students remotely for the remainder of the 2019-2020 school year. In the fall of 2020, traditional public school districts and public school academies in the state of Michigan reopened school with a variety of teaching and learning modalities, including face to face, hybrid (a combination of face to face and virtual on-line learning), and fully remote (virtual on-line learning).
The purpose of this research is to determine if there is an association between school district organizational characteristics and the practices put in place by K-12 school districts to continue to educate students during the 2020-21 school year. A non-experimental correlational research design was used to identify relationships between independent (organizational characteristics) and dependent (mode of instruction and resources) variables in order to clarify understandings about the educational environment. This study determined there was an association between modes of instruction and resources offered to students during the 2020-21 school year and organizational characteristics of K-12 school districts. Recommendations for future research include determining if there is an association between modes of instruction, resource allocation and the achievement levels of students post COVID-19.
